In regard to what counts as a compatible device, Sony notes that any Android device running Android 5.0 or higher can run PS4 remote play using on-screen controls. They specifically note that only devices with 10.0 or higher can connect to a DualShock 4 Wirelsss controller.
As for iPhone and iPad, any Apple device running iOS 12.1 is compatible with the Remote Play app, meanwhile iOS 13 is required to connect to a controller.
Lastly, any PC with Windows 8 or 10 is also compatible with the Remote Play app.
